Combined Accommodation Assessment System (CASS)

The Combined Accommodation Assessment System (CAAS) for Service Families Accommodation (SFA) replaces the 4 Tier Grading (4TG) system in April 2016, in both the UK and Worldwide (less British Forces Germany that will be subject to special arrangements). The successful implementation of CAAS SFA will rely on an accurate and timely programme of survey, which SFA occupants and their CoC are strongly encouraged to support. Service Personnel (SP) who live in SFA should engage in the process and discuss how the changes will affect them with their spouse/civil partner and seek guidance through their Chain of Command (CoC) where they do not understand how it will.

A major programme of SFA survey is being conducted throughout 2015. From June, UK SFA

Tenancy Deposit Loan Scheme for Service Personnel Launched

A new Tenancy Deposit Loan Scheme has been launched (6 July 2015) to allow Service personnel (SP) to apply for a loan, in the form of an advance of pay. This is to meet the cost of a deposit for a rental property, mirroring a similar scheme for civilian personnel.

Moving home within the private rental sector can be expensive, and sometimes affording a deposit can prevent personnel considering private rental as an accommodation option. The DCLG has developed a new initiative through which they allow staff to apply for an advance of salary to help meet the cost of a private rental deposit. The MOD has implemented a similar scheme for both Service and civilian personnel. For SP it will be provided through the Advance of Pay mechanism. All Regular and Full Time Reserve Service personnel, who have completed at least two months’ service, are eligible to apply for the scheme. However, overseas personnel are already eligible to apply for an advance of pay on assignment and are excluded from the scheme*; other detailed eligibility criteria may be found in the JSP 754 and in T Letter 315/15.

The initiative was developed by the Department of Communities and Local Government (DCLG) to assist workers in meeting the cost of a deposit to support mobility. The MOD has adopted the scheme, recognising that this provides a further element of choice, especially for those SP who are not entitled to SFA.

It is limited only to the cost of the deposit and, aligned with current Advance of Pay policy (Chapter 2, Section 5 of JSP 754), must be repaid over 12 months.

* They would become eligible to apply on return assignment to UK.

MoneyForce Advice on Identifying and Protecting from Scams

Scams are cruel and can blight the lives of victims and their families. Scammers are getting cleverer and anyone can be scammed, no matter how vigilant they think they are. This article aims to give you the skills and confidence to identify scams, share experiences and take action by reporting suspicious activity.

How to spot a scam

There are some general signs that should set alarm bells ringing wherever you see them. Be very suspicious if:
  • something sounds too good to be true – like free stuff or quick, easy money
  • you’re asked to give out personal or bank account information
  • you aren't given long to make a decision or feel pressured into making one immediately
  • you’re contacted unexpectedly by a company or person you have never heard of – this can be by post, email, phone, text or on the doorstep
  • you’re asked to pay anything up-front
  • the only contact details are a mobile phone number and a PO box address.
For some of the most common scams see Fraud, scams and identity theft.
